Description
Sam Moore Phelps was a native of Grove Hill but lived and practiced law in Tuscaloosa for most of his life. He organized the law firm now known as Phelps, Jenkins, Gibson and Fowler in 1968 and was a member of the Tuscaloosa County and American bar associations. He was also a member of the Farrah Order of Jurisprudence, listed in the Best Lawyers of America, and a fellow in the American College of Trial Lawyers.
Phelps served on the DCH Health System board of trustees and was the board's chairman from 1976 to 2000. During his chairmanship, DCH's regional cancer treatment center opened; state-of-the-art diagnostic equipment was installed in all DCH facilities; and the DCH Home Health Agency was started
Phelps also helped make DCH facilities clinical training sites for medical students, nurses, pharmacists, radiological technologists and other health care professionals.
He helped in the passage of the Healthcare Authority Act, a state law that allows public hospitals to compete with for-profit hospitals.
Phelps was inducted into the Tuscaloosa County Civic Hall of Fame in 2012.
